Abstract:
In response to persistent threats and attacks to weapon systems, information systems, and the supply chain, DoD has expanded emphasis on program protection planning. Program Protection is the integrating process for managing security risks to DoD warfighting capability from foreign intelligence collection; from hardware, software, and cyber vulnerability or supply chain exploitation; and from battlefield loss throughout the system life cycle.
Development and sustainment of a program protection strategy is a team effort that requires close and continuing engagement between program managers, engineers, and program security personnel. It is critical to ensure planning begins at program inception as early design decisions will impact the long-term protection strategy, and late security decisions will impact program cost and schedule.
Such integration of program management, engineering and security is particularly important to DARPA due to the compressed timelines of typical DARPA programs and the complications of transitioning from an S&T environment at DARPA to a program of record in a military service or DoD component. This discussion will focus on policies and practices DARPA has implemented due to its unique mission and environment, but which have long-lasting and far-reaching implications for our government transition partners and technical performers.
The second part of the discussion will introduce policy initiatives DARPA has pioneered with Defense Industry partners in the Special Access Program (SAP) community. These initiatives serve as pilots for a larger DoD effort to improve Defense Industry’s ability to enable Better Buying Power and increase their contribution to the 3rd Offset Strategy through more efficient utilization and integration of government and contractor knowledge, infrastructure, and intelligence information.

Darin Smith

Biography:

Mr. Darin Smith serves as both the Director, Special Programs, and Assistant Director for Program Security in the Defense Advanced Research Projects Agency (DARPA) Security & Intelligence Directorate. In his role as Director, Special Programs, Mr. Smith provides oversight of Agency-wide and inter-Agency SAP activity. Mr. Smith directs the functioning of the DARPA SAP security organization, and is responsible for oversight of SAP activity at hundreds of contractor locations across the nation. He also serves as the Agency point of contact for SAP matters to the Military Services, Defense Agencies, Office of the Secretary of Defense, and other Executive and Legislative Branch entities. In his role as Assistant Director for Program Security, Mr. Smith oversees all security services associated with collaterally classified and controlled unclassified programs. Mr. Smith previously performed as a support contractor to DARPA in several capacities, including Physical Security Manager, COOP/COG Coordinator, and Contract Project Manager. Mr. Smith has more than 25 years of experience in the law enforcement and security fields. Throughout his career, Mr. Smith has served in various positions at DARPA, the Missile Defense Agency, and the National Aeronautics and Space Administration. Mr. Smith has also served as an independent consultant and contractor providing security consulting services to local and federal government, public utilities entities, and private industry clients.
