The North Texas Chapter of INCOSE

The North Texas Chapter of INCOSE (International Council of System Engineering) is centered in the Dallas-Fort Worth area and serves the north Texas counties. Participation is open to those interested in or practicing systems engineering. You can contact the board by sending an email to ntxinfo at incose dot net .




2021 North Texas Chapter Officers

jeromePresident – Jerome Forbes, CSEP

Bio: Jerome Forbes is currently the Advanced Concepts & Technologies (ACT) Product Line System Assurance Lead for Raytheon Intelligence & Space. He has over 16 years of experience spanning requirements, CONOPS and architecture development, testing, troubleshooting, and repairing EOIR and Radar systems, FPGA firmware development, MBSE, production support, OCONUS system deployments, system integrity, and System Assurance.  Jerome has held various other positions at various locations during his career such as Architecture Lead, IPT Lead, Technical Lead, Subsystem Architect, Software Requirements SE Lead, Systems Test Engineer, In-Country Engineering Lead, FPGA Firmware Designer, Production Support Engineer, SE Process Engineer and Project Coordinator. 
Jerome previously served as the INCOSE North Texas chapter President Elect(2021), Vice President of Chapter Development for two terms (2020 and 2021), and Treasurer for two terms (2018 and 2019). He has been the INCOSE site ambassador for the Raytheon McKinney, TX site since 2017, hosting site monthly INCOSE chapter meetings. 
Jerome is a Texas State Licensed Professional Engineer (P.E.), an INCOSE Certified Systems Engineering Professional (CSEP), an OMG-Certified Systems Modeling Professional (OCSMP) - Model User, a Registered Product Owner, a Registered Scrum Master, Raytheon Program Management Level 6 certified,  and The Open Group Architecture Framework (TOGAF) 9 certified. 
He earned a bachelor’s degree in Mathematics with a minor in Computer Science from Miles College, a master’s degree in Electrical Engineering from Tuskegee University and a master’s degree in Systems Engineering from Southern Methodist University. He is currently working toward a PhD in Electrical Engineering at Southern Methodist University. 





President Elect and Vice President of Chapter Development – Anthony Williams

Bio: Anthony Williams has over 30 years in Aviation. He started his career in Aviation in the United States Navy. Resultantly, he has over 1000 hours as a Naval Aircrewman in the Lockheed designed P-3 aircraft. Mr. Williams started his civilian career with Lockheed Martin in Palmdale, CA supporting the ADP Big Safari Program. During his tenure with Lockheed, he has supported the F-16, F-35, ADP Joint Tactical Radio System (JTRS) and the Air Mobility and Maritime Missions (C-130J, C-5 and P-3) programs.

Mr. Williams supports the Lockheed Martin Aviation Safety and Airworthiness Team as the Advanced Development Programs Airworthiness Lead. He is a member of the Institute of Electrical and Electronic Engineers, International Council of Systems Engineering, American Institute of Aeronautics and Astronautics and the International Federation of Airworthiness. Mr. Williams is a Lockheed Martin Associate Fellow for Airworthiness. His goals are to:

· Promote the growth of the chapter through 21st Century communication techniques

· Promote the need for continuing professional training and academic pursuits in SE to chapter members

· Promote the benefits of membership to support growth of the chapter

headshot_timVice President of Technical Development – Timothy O’Conner, ESEP

Bio: Timothy O'Conner has a Bachelor of Science in Electrical Engineering from Southern University A & M and a Master of Business Administration from University of Dallas with a concentration in Engineering Management. He has 45 plus years of working experience at Lockheed Martin Aeronautics. He has professional and leadership experience in Toastmasters, IEEE, INCOSE, AIAA, Etta Kapp Nu, Sigma Iota Theta, Kappa Phi Kappa Fraternity, and IEEE Computer Society. He is on the Lockheed Martin Leadership Association Board of Directors serving as a second-year member. He is a Senior IEEE and INCOSE member. He is a family man and grandparent.




mmTreasurer – Michelle Maddox, CSEP

Bio: Michelle Maddox is a Systems Engineer at Lockheed Martin Aeronautics who has worked multiple aircraft programs over the past 17 years. She has worked in the Aerospace industry for 30 years, and is a Certified Systems Engineering Professional (CSEP). Ms. Maddox has extensive embedded system and software engineering experience that spans the software lifecycle including requirement development, software design, object-oriented analysis and design, software development, and testing, and deployment. She previously managed multi-million-dollar projects as a Control Account Manager, and she is the current INCOSE North Texas Chapter treasurer, serving since 2020. Ms. Maddox holds a B.S Electrical Engineering degree from the University of Missouri, and a M.S. Software Engineering degree from Southern Methodist University. She is passionate about mentoring and developing the next generation of engineering leaders!

 



Director of Information – Pablo Melendez, ASEP

Bio:  After 22 years of service in the US Army, to include 3 deployments (2 Iraq and 1 Afghanistan) as an Electronic Systems Maintenance Warrant Officer, Pablo completed a degree in Electrical Engineering from the University of Texas at El Paso (UTEP). Pablo has completed a Project Management course to include a LSSGB and an ITIL courses, testing and certifying in all domains.  He has work as a project engineer in the F-22 IMIS Ground and Software systems for 2 years and 6 months, and is now in a full system engineer role focusing in the MBSE area still within the IMIS product from Lockheed Martin Aeronautics.  Currently, Pablo is registered to begin a Master’s program in System Engineering with SMU. Pablo is looking forward to the challenges and learning experiences that the NTX Chapter Director of Information will bring during the 2021 campaign. 

 




Past President - Justin C' de Baca, ASEP

Bio: Justin C' de Baca is a Systems Engineer Senior working in the Advanced Development Program (ADP) at Lockheed Martin Aeronautics Company, where he does system architecting with formal modeling and implementing model-based systems engineering methods. He has a B.S. in Mechanical Engineering and M.S. in Systems Engineering from the University of Texas at El Paso (UTEP), along with several years of experience in public education in high school science and curriculum development for online Systems Engineering courses at UTEP. He is an Associate Systems Engineering Professional and has served in a variety of key roles within the chapter.






Director at Large - Sarena Gazic

Bio: Sarena Gazic is a Systems/Software Engineer and owner of SGGE, a consulting company she started in 2011. Her company sets up modeling environments, trains users in UML/SysML/UPDM, develops automation tools, and develops systems engineering products. Prior to that she worked for 3 major companies in the defense industry on most phases of the program lifecycle. She also is currently a direct for StraCon Services Group.  She has over 20 years of model based engineering experience, including large programs with distributed users. She has a B.S. in Applied Mathematics with a Physics concentration.

Bio: Don retired from Raytheon and had his own consulting company for small businesses. In INCOSE he has served as NTX VP and President, Awards Committee Chair, Keys to Effective Chapters Chair, and Asc Dir of Engagement.

 


 

Ambassadors

Our Chapter Ambassadors hold a key role in the communication and outreach for the Chapter and INCOSE as a whole. They are a key asset in the communication plan between NTX and the community thru cross-networking.
